The Winston County Board of Supervisors met earlier this week to discuss business matters and to vote on the budget for the upcoming fiscal year beginning October 1, 2023. A public meeting was held on September 11 to discuss the budget, and the Board voted that day to finalize the budget.
The supervisors once again renewed the emergency proclamation regarding the July flooding. Last month, the board learned that FEMA had denied funding for improvements to roads and bridges in the county. Chancery Clerk Rusty Foster mentioned that DARP money (Disaster Assistance Repair Program) is still in play. The Journal spoke with Rev. Mike Dowd, who works with Winston Strong. Dowd commented that Winston County residents who saw their residential property damaged as a result of the July flooding event should contact the Winston Strong committee if they are uninsured or underinsured and have not done so previously. Dowd also mentioned that the paperwork has been filed and the committee is awaiting a response.
Dowd stressed that DARP money is intended to provide building materials, and that repairs covered would include a home’s plumbing or electrical system or perhaps a roof. DARP money cannot be utilized to build or repair other structures, such as a porch or shed.
There were no updates on MEMA assistance at this time.
The Board of Supervisors will continue to renew the proclamation as long as the process of acquiring funding is ongoing.
In other board business, the Winston County Supervisors voted to:
•Approved the transfer of $60 from the Common County Fund to Dean Park
•Approved a payment of $175.56 for August 2023 travel expenses to Lindsey P. Williams, Court Reporter
•Approved a request for two school bus turnarounds:
•444 Goss Road in District 4
•70 Wraggs Spur Road in District 5
•Acknowledged the receipt of the MS Department of Revenue tax loss reimbursement distribution report for the period ending December 31, 2022
•Approved an agreement between Winston County and the City of Louisville to collect school taxes for 2023 and authorized Darlene Bane and Luke Parkes to sign said agreement
•Approved the appointment of Wilson Webb and Dr. Lisa McMillin to the Winston County Economic Development Partnership Board. This is a three-year appointment.
•Approved cash in bank report ending August 31, 2023
•Approved the claims docket
•Approved the minutes of the September 11, 2023 public budget hearing
The Winston County Board of Supervisors recessed until its next meeting on Monday, October 2, 2023 at 9:00 AM.
