Ledbetter, Trustee for the benefit of Mortgage Electronic Registration Systems, Inc. as nominee for Sebring Capital Partners, Limited Partnership, its successors and assigns which deed of trust is of record in the office of the Chancery Clerk of Winston County, State of Mississippi in Book 572 at Page 302; and

Notice is hereby given that the Board of Supervisors of Winston County, Mississippi will receive sealed bids until 10:00 am on July 1, 2019, for contractual services for the Inmate Telephone System for the Winston Choctaw County Regional Correctional Facility.
Opening Date/ Time: July 1, 2019, 10:00 am, Board of Supervisors Room, Courthouse
1. Any exceptions to the specifications must be listed in the Bidders bid with justification. Failure to do so will disqualify the bid.
2. The price bid shall be for F.O.B., Winston County, Mississippi, and must include any pre-delivery and/or setup or installation charges and inspection fees. All bids must state approximate delivery and installation time.
3. All bid proposals shall state the commissions to be paid for use of the inmate telephone system by both state and county inmates. Bid proposals shall also disclose and state all fees to the correctional facility and customers. The method of calculating all commissions and fees shall be set forth in the bid proposal.
4. All bids must include the Manufacturer’s Warranty and contact information for service, repairs and maintenance. Approximate response time for service must be included in the bid and will be a factor in determining the best bid.
5. Bids must meet all American Correctional Association standards and all Mississippi Department of Corrections standards.
6. The telephone system must be able to operate using pre-paid accounts or collect calls. The facility has a capacity of 288 state inmates and 100 county inmates. Inmate population count will vary.
7. The term of the proposed contract will be in accordance with state law and the proposal shall contain the terms under which both the vendor and the county can terminate the contract.
8. It shall be incumbent upon each Bidder to understand the products and services being requested and the specifications for the products and services and to obtain clarification when necessary. It is not the intent of the Board of Supervisors to limit the bidding process to any make or manufacturer, but to fill a specific need and to perform a specific task.
9. Bids should be placed in sealed envelope and clearly marked “WCCRCF Inmate Telephone System Bid”. Bids must be signed and dated by the Bidder’s authorized agent or representative.
10. The Board of Supervisors of Winston County, Mississippi, reserves the right to determine which is the lowest and best bid and to reject any or all bids.
