NOTICE OF PUBLIC HEARING
By Resolution adopted by the Board of Supervisors, a public hearing upon the question of the public convenience and necessity of the expansion of the previously incorporated Betheden Fire Protection Grading District is set for Monday, February 3, 2020 at 10:00 a.m. in the meeting room of the Winston County Board of Supervisors located on the first floor of the Winston County Courthouse in Louisville, Mississippi.
If, at the public hearing, the Board of Supervisors finds that the public convenience and necessity require the expansion of the previously created and incorporated Betheden Fire Protection Grading District to enable the Mississippi State Rating Bureau to grade the expanded district according to its fire insurance grading schedule, then the Board of Supervisors shall adopt a resolution making the aforesaid findings and declaring its intention to expand the district on a date to be specified in such resolution, as directed by Mississippi Code Annotated § 19-5-221.
At the public hearing the Board of Supervisors shall determine whether or not there is public protest to the formation of the district, which shall be demonstrated by written petition signed by twenty percent (20%) or one hundred fifty (150), whichever is the lesser, of the qualified electors of such proposed expanded district, protesting against the expansion of the district. If such protest is filed the Board of Supervisors shall call a special election on the question of the expansion of such district. If no protest is filed the Board of Supervisors shall then expand the district as provided by law.

The Board of Supervisors (the “Governing Authority”) of Winston County, Mississippi (the “County”) took up for consideration the matter of considering the expansion of the previously created and incorporated Betheden Fire Protection Grading District. After a discussion of the subject, Supervisor Warner offered and moved the adoption of the following resolution:
A RESOLUTION DECLARING THE INTENT OF THE BOARD OF SUPERVISORS TO EXPAND THE PREVIOUSLY CREATED AND INCORPORATED BETHEDEN FIRE PROTECTION GRADING DISTRICT
WHEREAS, pursuant to Mississippi Code Annotated §19-5-215, any contiguous area situated within any county of the State of Mississippi, and not being situated within the corporate boundaries of any existing municipality, and having no adequate fire protection facilities serving such area, may become incorporated as a fire grading district; and
WHEREAS, on December 30, 2019, a petition for the expansion of the previously incorporated Betheden Fire Protection Grading District (the “District”), was submitted to the Governing Authority pursuant to Mississippi Code Annotated §19-5-217, which petition includes: (a) a statement of the necessity for the services to be supplied by District; (b) the proposed corporate name for expanded District; and (c) the proposed boundaries of expanded District. Further, the petition is signed in person by at least twenty five (25) owners of real property residing within the boundaries of the additional area to be included in the District as proposed, with their respective residence addresses reflected and; the petition is accompanied by a sworn statement of the person or persons circulating the petition, who states under oath that he witnessed the signature of each petitioner, that each signature is the signature of the person it purports to be, and that, to the best of the person’s or persons’ knowledge, each petitioner was at the time of signing an owner of real property within and a resident of the proposed expanded district; and
WHEREAS, the Governing Authority, desires to declare its intention to expand the previously incorporated Betheden Fire Protection Grading District and to fix a time and place for a public hearing upon the question of the public convenience and necessity of the expansion of the District. The date of the public hearing to be set not more than thirty (30) days after the date of the filing of the petition with the Governing Authority or upon the adoption of a Resolution declaring the intent of the Board of Supervisors to expand such district;
NOW, THEREFORE, BE IT RESOLVED, as follows:
Section 1. A public hearing upon the question of the public convenience and necessity of the expansion of the previously incorporated Betheden Fire Protection Grading District is fixed for Monday, February 3, 2020 at 10:00 a.m., being not more than thirty (30) days from the date of the adoption of a Resolution declaring the intent of the Board of Supervisors to expand such district.
Section 2. The public hearing declared above shall be heard at the meeting room of the Winston County Board of Supervisors located on the first floor of the Winston County Courthouse in Louisville, Mississippi.
Section 3. The proposed boundaries of the additional area to be included in the District are set forth in Exhibit A attached hereto and incorporated herein by reference.
Section 4. This resolution shall serve as notice to all of the intentions of the Governing Authority and shall be published in a newspaper having general circulation within Winston County once per week for not less than three (3) consecutive weeks prior to the date of the public hearing, as required by Mississippi Code Annotated § 19-5-219.
Section 5. If, at the public hearing set hereby, the Governing Authority finds: (1) that the public convenience and necessity require the expansion of the grading district to enable the Mississippi State Rating Bureau to grade the expanded district according to its fire insurance grading schedule, then the Governing Authority shall adopt a resolution making the aforesaid findings and declaring its intention to expand the previously incorporated district on a date to be specified in such resolution, as directed by Mississippi Code Annotated § 19-5-221.

OF INVITATION FOR BIDS
FOR AGRICULTURAL LEASE
Notice is hereby given by the Board of Trustees of the Louisville Municipal School District that sealed bids will be received by said Board until 10:30 A.M. on the 11th day of February, 2020 in the Office of the Superintendent of the Louisville Municipal School District at 891 South Columbus Avenue, Louisville, Mississippi, for an agricultural lease on the following described Sixteenth Section Public School Trust lands situated in Winston County, Mississippi, to-wit:
7 acres of pasture land being a part of the Northwest 1/4 of Southwest 1/4 of
Section 16, Township 13 North, Range 12 East in Winston County, Mississippi.
The lease shall be for a term not to exceed ten (10) years. The form of the lease has been
prescribed by the Board of Trustees and is now on file in the Office of the Superintendent, and
interested parties may inspect the same during regular office hours.
Bid proposal forms may be obtained from the Office of the Superintendent. Bids shall be
submitted for the entire parcel. The minimum bid is $13 per acre. Only the annual rental shall be
subject to bid. Bids shall be submitted in sealed envelopes, addressed to the Board of Trustees of
the Louisville Municipal School District, and plainly marked on the outside of the envelope
“BID FOR AGRICULTURAL LEASE 13-12”.
The sealed bids submitted will be opened and presented by the superintendent pursuant to
this public notice to the Board of Trustees at its regular meeting on Tuesday, February 11,2020
at 5:30 P.M.
Pursuant to Section 29-3-81 of the Mississippi Code Annotated (1972) as amended the
Board of Trustees of the Louisville Municipal School District may accept the highest and best
bid or reject all bids and hold an auction among those who submitted bids in response to the
advertisement. Bidders are encouraged to attend the bid opening.
