WHEREAS, on April 4, 2013, Matthew Ryan Fulgham, a married man joined by his wife, Brittany Fulgham executed a certain deed of trust to Jay Morris Attorney, Morris and McCalla, Trustee for the benefit of JPMorgan Chase Bank, N.A. which deed of trust is of record in the office of the Chancery Clerk of Webster County, State of Mississippi in Book 260 at Page 28; and
WHEREAS, JPMorgan Chase Bank, National Association has heretofore substituted Shapiro & Massey, LLC as Trustee by instrument dated September 23, 2015 and recorded in the aforesaid Chancery Clerk’s Office in Book 2015 at Page 581; and
WHEREAS, default having been made in the terms and conditions of said deed of trust and the entire debt secured thereby having been declared to be due and payable in accordance with the terms of said deed of trust, JPMorgan Chase Bank, National Association, the legal holder of said indebtedness, having requested the undersigned Substituted Trustee to execute the trust and sell said land and property in accordance with the terms of said deed of trust and for the purpose of raising the sums due thereunder, together with attorney’s fees, trustee’s fees and expense of sale.

2.5 acres, more or less, on the West side of the Northwest Quarter of the Southeast Quarter of Section 26, Township 19, Range 8 East of Webster County, Mississippi, and more particularly described as follows: Beginning at a stake on the East side of Greensboro and Stewart Public Road on the West line of said Northwest Quarter of the Southeast Quarter at a point where said road intersects the canal; thence run South along the East line of said road and along the West line of the Northwest Quarter of the Southeast Quarter a distance of 400 feet to a stake; thence Easterly 400 feet to stake on the West line of said canal; thence Northerly along the West line of said canal a distance of 600 feet to the point of beginning.

REQUEST FOR PROPOSALS
The City of Eupora, Mississippi will accept sealed proposals from qualified firms and individuals interested in providing engineering services for a proposed infrastructure improvements project in the Eupora-West Industrial Park. The work will be constructed with funding through programs from the Mississippi Development Authority and the State of Mississippi.
Engineering Services required include, but are not limited to the following: The selected engineer will be responsible for the preparation of project cost estimates and engineering reports for application preparation and if awarded, the selected engineer will provide all engineering services through closeout in accordance with federal, state and local laws, regulations and policies. Post application engineering responsibilities include but are not limited to the following: (1) prepare plans and specifications, (2) distribute bid documents, (3) assist in bid opening and prepare bid tabulations, (4) assist in the execution of construction contracts, (5) hold preconstruction conference, and (6) perform construction inspection including periodic reports to the City and approve all payment requests.
Subject to grant awards and the removal of all environmental conditions, the award of the aforementioned contract will be made to the responsible party whose proposal has the highest number of cumulative points and is most advantageous to the City of Eupora. Proposals will be rated according to the following criteria: (1) Previous experience with Federal Grant Programs; (2) Knowledge of Federal and State laws concerning bid procedures and contracts; (3) General experience and technical expertise in the profession; and (4) Previous experience in performing the required services in a timely manner, with equal value assigned to each category. Cost is not a factor in the selection process and should not be a part of the proposal. Cost will be negotiated with the firm or individual receiving the highest rating according to the stated criteria. The City of Eupora will designate a selection committee to evaluate the proposals, with final decisions being made within a period not to exceed thirty (30) days.
Interested parties are invited to submit sealed proposals until 2:00 PM, January 18, 2019, to the City of Eupora, Office of the City Clerk, 390 Clark Avenue, Eupora, Mississippi, 39744. All proposals will be opened and read at the next scheduled meeting of the Mayor and Board of Aldermen. All proposals should be marked clearly as being a “Proposal for Engineering Services”. Sealed bids will be received by the Webster County School District up to and no later than 2:00 p.m. January 24, 2019, in the office of the Superintendent, 95 Clark Avenue, Eupora, Mississippi, for the procurement of Category 1 and Category 2 products and services via Erate funding. A copy of the Request for Proposals (RFP) can be obtained by emailing Millie Rodabough at
millie.regroup@gmail.com. If a response is not received within 24 hours, it is the responsibility of the respondent to call Tillman or Millie Rodabough at 769-233-4515 or 662-630-0118 to confirm receipt of the RFP request.
All interested bidders must attend a mandatory pre-bid conference on January 8, 2019 beginning at 10:00 a.m. at the office of the Superintendent, 95 Clark Avenue, Eupora, Mississippi. Bidders not attending the pre-bid conference will not be considered.
Bids will be opened at 2:00 p.m. January 24, 2019 in the office of the Superintendent, 95 Clark Avenue, Eupora, Mississippi. Bids must be submitted in a sealed envelope clearly marked as follows:
