NOTICE FOR EARLY PUBLIC REVIEW OF A PROPOSAL TO
SUPPORT ACTIVITY IN A POSSIBLE WETLAND AREA
To: All Interested Agencies, Groups, and Individuals
This is to give notice that the City of Eupora has an approved grant application from the
Appalachian Regional Commission and is proposing to expend federal funds in or near a
possible wetland for the construction of wastewater system improvements in the Eupora-
West Industrial Park. The U.S. Army Corps of Engineers states that “it appears there may
be jurisdictional wetlands and/or other waters of the United States located within the
project area subject to regulation pursuant to Section 10 of the Rivers and Harbors Act of
1899 and/or Section 404 of the Clean Water Act”.
This notice is required by Section 2(b) of Executive Order 11990 for the Protection of
Wetlands, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the
HUD action that is within and/or affects a wetland. The Mississippi Development
Authority is administering the funding from the Appalachian Regional Commission
through guidelines that have been established by the U.S. Department of Housing and
Urban Development.
The City of Eupora is proposing to undertake the following activities in the area:
The City of Eupora proposes to construct new 16” water line and sewer through the
Eupora Industrial park-West to serve the approximate 96 acres of unserved potential
industrial property.
The purpose of this notice is to give an early opportunity for interested agencies, persons
or groups to comment on the proposed action. The City of Eupora will consider any
feasible alternatives or adjustments to the anticipated project which might minimize any
potential adverse effects upon the wetland as a result of the project.
A notice, describing the proposed action, with a request for comment, was mailed to the
Mississippi Emergency Management Agency and the Mississippi Department of
Environmental Quality. Additional information concerning this project is available for
public review and copying, upon request, and may be obtained by contacting: George
Crawford, District Planner with the Golden Triangle Planning and Development District
at (662) 324-7860.
Any comments relative to this proposed expenditure of federal funds in an area identified
as a possible wetland area should be submitted in writing to the City of Eupora at the
following address on or before January 31, 2020: 390 Clark Avenue, Eupora, Mississippi
39744.
