The Webster County Grand Jury that was empaneled June 25 issued this report:
We, the grand jurors of Webster County, having been duly elected, empaneled, sworn and charged at the June 2019 term of Circuit Court, do hereby submit the following report of our investigations.
Having been in session for one day, we have investigated 15 reported violations of law and have questioned eight witnesses, after which we have returned into open court 13 true bills recorded on eight indictments, and two cases were no-billed.
We have inspected the Justice Court Building, Webster County Health Department and the Webster County Jail, and we report as follows:
JUSTICE COURT BUILDING
The water fountain is leaking. The tiles underneath the water fountain need to be replaced. The wallpaper in the women’s restroom needs replacing. The walls are nasty in the women’s restroom.
The kitchen cabinets need to be cleaned and painted. The glass is broken in window. Deborah Bell’s window leaks. Kitchen ceiling tile is stained from leak. Kitchen window has a hole in the outer pane. Utility room needs to be organized and cleaned.
Bathrooms need toilet paper holders and need to be painted. Paper on walls ripped in places. Conference room ceiling tiles have stains. Walls have some cracks. Women’s bathroom — wallpaper is peeling, needs a changing table, needs toilet paper holder, toilet seats need to be changed. Men’s bathroom — wall is cut and paper is peeling, needs painting repaired, soap dispenser is broken, toilets seats need replacing, needs a changing table, there is tape over fire alarm.
WEBSTER COUNTY HEALTH DEPARTMENT
Tiles on floor messed up in storage room and missing tile outside.
WEBSTER COUNTY JAIL
The washroom needs work and cleaning. The grounds need to be cleaned up. There is a window with wood over it. There is no place for visitations. Smoke alarms need batteries.
The fence needs to be updated. The whole department needs fenced in. There are cigarette butts inside cells. There is food sitting in the cells. The showers are filthy. There are extension cords running everywhere. There are uncovered vents in the ceilings. There are broken air vents. The attic access is coming down.
Employee restroom — floor tile missing, shower doesn’t work, whole thing needs to be updated. Kitchen cabinets need repair or replaced. Fridge needs to be cleaned x 2, deep freeze doesn’t close good, food laying on table with can opener.
Weight room/laundry needs to be cleaned. There is a broken window with a rag stuffed in it. Possible leak from washing machine, water standing in floor. The dog kennel needs to be cleaned, it’s FILTHY. Oil needs to be disposed. Light hanging down in storage room with all the papers.
CELL BLOCK A — Extension cords running everywhere. Cells are cluttered. Shower is disgusting— needs to be thoroughly cleaned or remodeled.
CELL BLOCK B — Shower handle broke. Shower is disgusting and needs to be thoroughly cleaned and remodeled. Vent covered with cardboard. Food in cells. Extension cords everywhere.
WOMENS CELL — Extension cords running across floor. Garbage hanging in hall, flies flying around in shower area. Rags laying in floor of shower and soap, empty soap bottles laying in floor of shower also. Inmates said no hot water.
Now that we have completed our investigations, and have reported the results to the court and to our fellow citizens, we request that we be discharged subject to recall.
