During the meeting of the Louisville Board of Aldermen on Tuesday, September 3, Mayor Will Hill reported that the Capital and Recovery Projects for the City of Louisville are mostly complete including: plywood plant rebuild, cemetery project, equipment purchases, property acquisitions, public building project (old National Guard Armory repairs), drainage project, street repairs, parks and saferoom project. The Board voted unanimously to authorize a final pay application to Pryor-Morrow for $3.66K, for construction administration on the streets project.
Bids were opened on Friday, August 30 on the Central Business District Project (sidewalk repairs). The Board voted unanimously to authorize Hill to award the low base bid for $168.4K to Wildstone Construction Services, LLC and reject the other bids.
The Industrial Development (Superfund Site/railroad work) project is complete. The Board voted unanimously to authorize a pay application to Choctaw Rails for $214K and a pay application to Pryor-Morrow for $2K for professional services.
The Strand Theater Project is pending approval from the Mississippi Department of Archives and History. Concerning the MDOT-TAP Sidewalk Project on North Columbus Ave., a monthly project status report has been submitted and bidding on the project is anticipated in early 2020.
The City has received $500K from the State of Mississippi as partial funding for the construction of an industrial road. The Board voted unanimously to authorize Mayor Hill to engage Calvert-Spradling Engineers for professional services for the purpose of designing the public industrial road for the City.
Hill also reported actions taken by the Tourism Board on requests for:
• $1.5K for the Friends of Legion State Park for the Runnin’ & Strummin’ Festival on September 28.
• $500 for the Cotton Gin Festival in Noxapater on September 28.
• $5K for the Wings Over Winston Air Show on October 5.
• The Tourism Board made the decision to table all future requests for event funding until a new Events Coordinator is in place.
In other action, the Board:
• Voted 5-0 to authorize payment to PPM for $11.4K for professional services on the EPA Brownfield Project.
• Voted 5-0 to authorize payment to the MS Municipal Workers Comp Group for the annual premium of $94K in three installment payments of $32K.
• Voted 5-0 to approve the 2019-2020 budget.
• Voted 5- to approve tax collection agreements with the Louisville Municipal School District and Winston County which allow the City to collet school tax, the County to collect school taxes outside the City and the County to collect motor vehicle and mobile home taxes for the City.
