During their meeting on Tuesday, May 5, the Louisville Board of Aldermen received an update on airport construction projects from Mike Forster, President of the Louisville- Winston County Airport Authority. Foster stated that renovation on one hangar is about 80% complete, work being done through an MDOT grant, and that bids for runway work will be received and opened on Tuesday, May 12. This project includes lengthening the runway by 50 yards to the south. In conjunction, the Board voted to authorize payment in the amount of $13.9K, to King Construction, LLC, for Phase I of the 2020 MDOT grant project for Hangar F Renovation, and; voted to authorize payment to King Construction LLC for $27.5K, for Phase II of the 2020 MDOT grant project for Hangar F Renovation. On the 2019 AIP Grant project for airport expansion, the Board voted to authorize payment to Clearwater Consultants for $3.1K for professional service, and authorize payment to Taylor Machine Works for $9.4K for land purchase. In dealing with Capital & Recovery Projects, Mayor Will Hill reported that they have largely been completed, with a few ongoing. Phase II of the Central Business District project, which includes placing planters along Main Street, is in progress with the planters have been delivered, hopefully to be installed by Memorial Day. The Board voted to authorize payment in the amount of $10.8K to Wildstone Construction for work on the project. In Police Dept. action, the Board: • Voted 5-0 to accept resignation of Officer Dylan Alford, effective May 6, 2020. • Voted 5-0 to replace Police policy on promotions, effective May 6. • Voted 5-0 to approve the promotion for Justin Marshall to rank of Patrolman First Class at $15.70 effective May 7. • Voted 5-0 to approve the Promotion for Corporal Brandon Gladney and Corporal Deterron (Ty) Hardin to rank of Sergeant at $17.50 effective May 7. • Voted 5-0 to approve the hiring of Officer Prinston Henderson as full time officer at rank of Sergeant at $17.50 effective May 21. • Voted 4-1 to disband the LPD Reserve Officers Patrol effective May 21. Alderwoman Gwenita Mays voted against this measure. In other action, the Board: • Voted 5-0 authorize payment to Neel Schaffer for $2.3K for professional services in January through March, paid from CEDF Funds on the Wayfinding Signs Project. • Voted 5-0 to authorize payment to PPM Consultants for $10K for professional services through March, on the EPA Brownfield Project. • Voted 5-0 to authorize annual payments to Bancorp South Bank for contributions of $3,981 for Closure Trust Fund and $5,437 for Post Closure Trust Fund (this includes $750.00 fee to each fund), on the Landfill Project. • Voted 5-0 to authorize payments to Gregory Companies LLC dba Landco Contracting for $49.7K for cell 5 repair, at the Landfill. • Voted 5-0 to approve the Fire Department request for financing with Government Capital Corp. for $88K, purchase of 10 SCBA (Self-contained breathing apparatus) and all related equipment (authorized purchase 2-4-20)- Five (5) annual payments of $20.2K, first payment due October 1, 2021. • Voted 5-0 to approve purchase and leasing agreements for Toro Workman Utility vehicle from Jerry Pate Turf & Irrigation for $11K plus processing fee, lease at 36 monthly payments of $333 and $1.00 buyout at TCF Equipment Finance for the Recreation Dept. • Voted 5-0 to approve Erroneous Tax Sale: Teresa Gail Hindman Etal property taxes sold in 2018 tax sale in error. The City of Louisville Board of Aldermen meets on the first & third Tuesday of each month at 5:30 p.m., however public attendance has been limited during the COVID-19 pandemic.
