Notice is hereby given that the City of Louisville, Mississippi, will receive sealed bids for construction of improvements to the Louisville – Winston County Airport. Bids will be received at the LOUISVILLE CITY HALL, 200 SOUTH CHURCH AVENUE until 3:30 P.M., local time, April 30, 2020. BIDS will then be publicly opened and read aloud. Bids received after this time will not be accepted and will be returned unopened.
The project shall consist of Partial Runway Demolition and Realignment, 150 Foot Extension, New Storm Drainage, New Airfield Lighting and Other Improvements at the Louisville – Winston County Airport. Elements of work include grubbing, clearing and grubbing, demolition, unclassified excavation, select borrow material, geotextile grid, soil cement, cold milling, asphalt paving, pavement marking, storm drain piping and inlets, seeding and mulching, fencing, non-woven geofabric, stone rip-rap and airfield lighting to include removal of existing lighting and installation of new runway edge lights, threshold lights, PAPI lights, radio controls, regulator and enclosure.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
Copies of all Contract Documents required for bidding may be obtained from Clearwater Consultants, Inc. located at 316 University Drive, Starkville, Mississippi upon payment of $175.00 for each set.
A certified check or bank draft drawn on a solvent bank, payable without condition to the City of Louisville, Mississippi, or a bid bond of an amount not less than (5%) of the base bid amount shall be submitted with each bid as a guarantee that, if the bid is accepted, a contract will be entered into, and the performance of the contract properly secured.
Any contract(s) awarded pursuant to this ADVERTISEMENT FOR BIDS may be funded in part by a grant from the U.S. Department of Transportation, Federal Aviation Administration. Neither the United States nor any of its departments, agencies or employees is or will be a party to this ADVERTISEMENT FOR BIDS or any resulting contract. This procurement will be subject to regulations contained in Airport and Airway Department Act of 1982, as amended. Bidders must comply with the following:
(a) Presidents Executive Order No. 11246 supplemented by Department of Labor regulations regarding race, creed, color, sex, or national origin;
(b) Davis Bacon Act (40 USC276a-176a-7) as supplemented by the Department of Labor Relations (29CFR Part 5);
(c) Title VI of the Civil Rights Act of 1964 (PL 88-352);
(d) Copeland “Anti-Kickback Act” (19 USC 874) as supplemented by the Department of Labor Regulations (29 CFR Part 3);
(e) Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 USC 327-333) as supplemented by the Department of Labor Regulations (29 CFR, Part 5); and
(f) 49 CFR Part 26 regarding small and minority owned business enterprise participation. BIDDERS must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origins. BIDDERS must submit with their BID an EEO Report Statement as required by 41 CFR 60-1-7 (b).
The Owner reserves the right to refuse to issue a proposal form to a prospective bidder should such bidder be in default for any of the following reasons:
(a) Failure to comply with any prequalification regulations of the Owner, if such regulations are cited, or otherwise included, in the proposal as a requirement for bidding.
(b) Failure to pay, or satisfactorily settle, all bills due for labor and materials on former contracts in force (with the owner) at the time the owner issues the proposal to a prospective bidder.
(c) Contractor default under previous contracts with the Owner.
(d) Unsatisfactory work on previous contracts with the Owner.
No bid shall be withdrawn for a period of one hundred twenty (120) days after the scheduled date and time of the opening of bids without the written consent of the City of Louisville. Within the limitations of state law, the City of Louisville reserves the right to reject any or all bids received, to waive any informalities or irregularities in the bids received, or to accept any bid that is deemed most favorable to the City of Louisville.

AN ORDINANCE IMPOSING A CURFEW AND REGULATING NON-ESSENTIAL TRAVEL IN WINSTON COUNTY DURING THE PERIOD OF COVID-19 EMERGENCY
WHEREAS, the governing authorities of Winston County have the authority under Section 17-1-1 et seq. of the Mississippi Code of 1972, as amended, to adopt regulations designed to promote the public health, safety and general welfare of its citizenry; and
WHEREAS, on March 14, 2020, pursuant to the Constitution of the State of Mississippi and Section 33-15-11(b)(17) of the Mississippi Code, Governor Tate Reeves issued a Proclamation declaring that a State of Emergency exists in the State of Mississippi as a result of the outbreak of COVID-19; and
WHEREAS, on January 31, 2020, the United States Department of Health and Human Services declared a public health emergency for COVID-19 beginning on January 27, 2020; on March 11, 2020, the World Health Organization characterized COVID-19 as a pandemic, and on March 13, 2020, the President of the United States declared a nationwide state of emergency due to the coronavirus COVID- 19 pandemic; and
WHEREAS, on March 16, 2020, the Board of Supervisors, pursuant to the provisions of Section 33-15-1 et.seq. of the Mississippi Code declared a local state of emergency in Winston County, Mississippi; and
WHEREAS, on March 24, 2020, Governor Tate Reeves issued Executive Order 1463 and on April 1, 2020, Governor Tate Reeves issued Executive Order 1466; and
WHEREAS, the worldwide outbreak of COVID-19 and the effects of its extreme risk of person-to-person transmission throughout the United States and the State of Mississippi significantly impact the life and health of our citizens, as well as the economy of Winston County and the State of Mississippi; and
WHEREAS, the risk of spread of COVID-19 within Winston County, Mississippi constitutes a public emergency that may result in substantial injury or harm to life, health, and property within Winston County, Mississippi; and
WHEREAS, it is the desire of the Board of Supervisors of Winston County to protect public life, health and welfare and to promote the health, safety and general welfare of the citizens of the county by the adoption of an ordinance regulating all non-essential travel in Winston County and by imposing a curfew during the period of emergency; and
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Winston County Mississippi as follows:
Effective from and after the date of April 6, 2020, which is the effective date of the passage of this Ordinance, there is hereby imposed a curfew for all citizens of Winston County, Mississippi, from the hours of 9:00 p.m. until 6:00 a.m. and said curfew will be in effect for as long as the State of Mississippi and Winston County remain under a state of emergency or until further action by the Board of Supervisors.
This curfew shall apply to all resident citizens of Winston County, Mississippi, and to all non-resident persons located within the county. All citizens of Winston County are to remain at their home or business during curfew hours. All non-essential travel during the curfew hours is hereby prohibited. However, any citizen who can show proof of being an essential employee of an essential business as those terms are defined by Executive Orders 1463 and 1466, shall be exempt from this curfew provided that, and only to the extent that, such person is traveling to or from work during the hours of the curfew.
This Ordinance shall be enforced by the Sheriff of Winston County, Mississippi, or any of his duly authorized deputies and/or any duly authorized law enforcement officer of Winston County, Mississippi. Any such law enforcement officer is hereby authorized to issue a citation for the violation of this curfew.
A violation of any provision of this ordinance shall be a misdemeanor. Each violation shall subject the violator to a fine of not more than Five Hundred Dollars ($500.00).
Should any section or provision of this ordinance be declared by the courts to be unconstitutional or invalid, such declaration shall not affect the validity of the ordinance as a whole, or any part thereof, other than the part so held to be invalid.
Due to the state of emergency presently existing, this ordinance will become effective immediately upon passage.
Therefore, on motion made by Supervisor Warner and duly seconded by Supervisor Wilkes and by unanimous vote of all Supervisors, this Ordinance was passed by the Board of Supervisors at its regular meeting on April 6, 2020.

Orientation and Mobility Services
Services providers will be required to provide input for the IEP meetings, complete district reports and forms related to student services and progress, make recommendations for services to be modified or completed and attend IEP meetings.
Please ensure that the proposal includes the specific services offered, along with hourly rates. Also, note that travel and sustenance are not permissible. Requests for proposals will be accepted until the close of business on April 30, 2020.
