REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
The City of Louisville requests proposals from qualified firms or individuals to provide engineering services for work related to the implementation of approved FY2020 CDBG and ARC project(s) related to wastewater improvements. You are invited to submit a proposal, in accordance with this request, to the Office of the City Clerk, 2373 South Church Avenue, P. O. Drawer 510, Louisville, Mississippi 39339 no later than 11:00 a.m. on April 14, 2020.
The Engineer will be responsible for preparing project cost estimates for application preparation and if awarded, the selected Engineer will provide all engineering services through project closeout in accordance with federal, state and local laws, regulations and policies. The scope of work includes, but is not limited to, the following: 1.) prepare plans and specifications; 2.) distribute bid documents; 3.) assist in bid opening and prepare bid tabulation; 4.) assist in the execution of construction contracts; 5.) hold pre-construction conference; and 6.) perform construction inspection including periodic reports to the City and approve all payment requests.

The City also encourages Section 3 eligible businesses to submit proposals. Qualifications - List of qualifications of persons to be assigned to project;
Experience – Information regarding the firm’s experience and the projects previously undertaken, including the type and amount of grants awarded, the projects activities, and the status of the projects;
Capacity for Performance – Identify the number and title of staff assigned to provide services.
The City will designate a selection committee to evaluate each proposal. The selection committee may hold proposals for a period of not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The City reserves the right to reject and/or all proposals.
Subject to CDBG/ARC award(s) and the removal of all environmental conditions, the City will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to the City, price and other factors considered. The contract will include scope and extent of work and other essential requirements. An individual contract will be executed for each awarded project, and the contract will be on a fixed price basis. The City has the authority to terminate the selection at any time.

Sealed bids for the Pedestrian Improvements Along N. Columbus Avenue project, Federal-Aid Project No. STP-1678-00(001)LPA/107990-701000, will be received no later than 10:00 A.M., Local Prevailing Time, April 20, 2020, at Louisville City Hall, 200 S. Church Avenue, Louisville, MS 39339. All bids received will be publicly opened and read aloud.
The work shall consist essentially of demolition of asphalt, new curb and gutter, replacement of sidewalk, new drainage elements, and updated pavement striping.
The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of labor and are subject to Public Law 87-581 Work hours Act of 1962, set forth in the Contract Provisions.
The City of Louisville hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.

Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Columbus as bid security. Bidders shall also submit a current financial statement, if requested by the District. The successful bidder will be required to furnish a Performance Bond and a Payment bond in the amount of one hundred percent (100%) of the contract amount.
The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited at Louisville City Hall, 200 S. Church Avenue, Louisville, MS 39339, prior to the hour and date above designated. No bidder may withdraw his bid within sixty (60) days after the date of actual bid opening, without Owner’s consent.
Work to be performed shall be in accordance with the Mississippi Road and Bridge Construction (the 2017 edition) together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications. The 2017 Edition of the Mississippi Standard Specifications for Road and Bridge Construction, adopted by the Mississippi Department of Transportation, as referred to herein, may be purchased from the Mississippi Department of Transportation.
Bidders are hereby notified that award will not be made to any bidder submitting a proposal involving omissions or irregularities outlined in Section 102 of the 2017 Edition of the Standard Specifications for Road and Bridge Construction, or accompanied by letters qualifying any manner the conditions under which the proposal is tendered.
