(Two Contracts).
Detailed plans and specifications for the above described work are on file in the Chancery Clerk’s Office at the Choctaw County Courthouse, 22 E Quinn Street in Ackerman, Mississippi. Plans and Proposals may be secured by contacting Marty Crowder, P.E., County Engineer, 1150 West Main Street, Ackerman, Mississippi 39735, 662-285-2062. The cost is fifty dollars ($50) for printed plans and fifty dollars ($50) for proposal package, non-refundable.
The Award, if made, will be made to the lowest and best qualified bidder on the basis of the published quantities. The Choctaw County Board of Supervisors hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Certified check or bid bond for five percent (5%) of the total bid, made payable to the Choctaw County Board of Supervisors must accompany each proposal. The successful Bidder will be required to furnish separate performance and payment bonds each in the amount equal to 100% of the contract price at the time of execution.
All Bidders responding to this Advertisement for Bids must comply with all applicable requirements of Chapters 3 and 5 of Title 31 of the Mississippi Code of 1972, as amended, including, but not limited to, the requirements relative to holding a Certificate of Responsibility and payment of a special privilege tax; both items administered by the Mississippi State Board of Public Contractors.
The Successful Bidder must provide both a Performance Bond and a Payment Bond (each in the amount of one hundred percent [100%] of the Contract) upon execution of the Contract.
No Bidder may withdraw his Bid within Sixty (60) days after the actual date of the opening thereof. Within the limitation of the state law, the Choctaw County Board of Supervisors reserves the right to reject any or all bids received, to waive any informalities or irregularities in the bids received, or to accept any bid that is deemed most favorable to the Choctaw County Board of Supervisors.

Southeastern Timber Products, LLC – Ackerman Plant (“STP”), located at 240 PCA Road in Ackerman, MS, (662) 285-3295, has applied to the Mississippi Department of Environmental Quality (MDEQ) for the following permitting action(s): Renewal of the Title V Operating Permit (Air Ref. No. 0400-00005). The applicant's operations fall within SIC Code 2421. An Information Relative document has been prepared that contains a discussion of the decision-making that went into the development of the permit and provides the permitting authority, the public, and other government bodies a record of the technical issues surrounding issuance of the permit. The Information Relative also addresses any changes to emissions resulting from any modification of the facility.
STP is an existing industrial facility that manufactures dried dimensional lumber from harvested southern yellow pine timber via a debarker / green timber sawmill area, three (3) direct-fired lumber drying kilns, and a lumber planer mill area. STP is a major Title V source for volatile organic compounds (VOCs) and total hazardous air pollutants (HAPs) given that the facility has the potential to emit over 100 tons per year (tpy) and 25 tpy respectively. In regards to Prevention to Significant Deterioration (PSD) applicability, STP is an existing major source because its VOC emissions exceed 250 tpy. However, this permitting action is to reissue the TVOP, which will not trigger a PSD review.
The staff of the Permit Board has developed this draft permit based on information submitted to the Permit Board by the applicant, appropriate State and Federal agencies and other interested parties. The staff of the Permit Board is soliciting all relative information pertaining to the proposed activity, including public comment, to ensure that the final staff recommendation on the draft permit complies with all State and Federal regulations. Public review and comment on the draft permit and supporting documentation is an important element in the staff evaluation and resulting recommendation to the Permit Board. The draft permit conditions have been developed to ensure compliance with all State and Federal regulations but are subject to change based on information received as a result of public participation.
Persons wishing to comment upon or object to the proposed determinations are invited to submit comments in writing to Mr. Jaricus Whitlock at http://www.mdeq.ms.gov/whitlock-jaricus/ or to the Permit Board address shown above no later than the end of the thirty (30) day public notice. All comments received by this date will be considered in the formulation of final determinations regarding the application. A public hearing will be held if the Permit Board finds a significant degree of public interest in the proposed permit.
