Louisville Police Dept. DARE Officer, Tonya McWhirter attended the City of Louisville Aldermen meeting on Tuesday, April 2 to extend an invitation to the upcoming DARE Graduation event, which will be held Friday, April 12, at 9 a.m. McWhirter reported that approximately 275 students from across Winston County will graduate this year; she added that every class had been a joy to work with. She also thanked Police Chief L.M. Claiborne, who is retiring at the end of June, for all of his support through the years.
Beth Edwards of the Winston County Library gave an update on the local library system and thanked the Board members for their continued support.
The Board voted unanimously to grant a five year tax abatement to Jeremy & Heather Cummins, Main Street Holdings, LLC, who are in the processing of remodeling the old Masonic Temple into a boutique hotel.
Under unclean property hearings, the Board:
•Upon recommendation of Code Enforcement Officer, Jody Fulton, the Board voted unanimously to allow the owner of 80 Northwood Drive, Adam Reed, more time as he has begun working on the property.
•Voted unanimously to give Lavagus Smith, 180 West Jefferson, 30 more days.
•Voted unanimously to set a hearing for Randy Johnson, 68 Winston St. on May 7.
Mayor Hill gave an update on Capital & Recovery projects as follows:
•Cemetery project is complete. The Board voted unanimously to approve a final pay application to Pryor Morrow for $626.
•Equipment purchases: the new fire engine has been delivered to Louisville Fire Dept.
•Traffic Signals: MDOT now has 150 days to complete the project and they are on the clock.
•Park Renovations: nearing completion. The Board:
•Voted unanimously to approve a no cost change order from Great Southern Recreation for a coating system at the splash pad.
•Voted unanimously to authorize a pay application to Pryor Morrow for $3.54K for the playground portion of the project.
•Voted unanimously to approve a pay application to Site Masters Construction for $159.3K
•Voted unanimously to approve a pay application to Pryor Morrow for $37.7K.
•Old National Guard Armory: the Board voted unanimously to authorize a final pay application to Pryor Morrow for $7.7K.
•Industrial Development: the Board voted unanimously to authorize a pay application to Choctaw Rails for $3.3K.
•Consolidated project of cemetery & parks is nearing completion. The Board voted unanimously to authorize the following pay applications:

•Saferoom Project is virtually complete. The Board voted unanimously to:
•Authorize pay application to Burks-Mordecai for $99.7K.
•Authorize pay application to Broaddus & Associates for $2.8K.
•Authorize payment to Louisville Utilities for $51.06.
•MDOT-TAP Sidewalk Project on North Columbus Ave. The Board voted unanimously to authorize payment to Neel-Schaffer for professional services for $1.177K.
In other action, the Board:
•Voted 5-0 to authorize payment to PPM for $66.K for professional services through February 28, on the EPA Brownfield Project.
•Voted 5-0 to authorize payment of $710 to Slaughter & Assoc. For the annexation study.
•Voted 5-0 to authorize Mayor Hill to attend the TVA Economic Development Conference, April 10-12.
