At a regularly scheduled meeting of the Winston County Board of Supervisors on Monday, July 18, the Board discussed the permitting policy but tabled the measure without taking any action.
Board Attorney Hugh Hathorn stated the legislature has mandated that counties adopt a permitting process. He added that he had spoken to several counties, and the procedures are wide-ranging. The legislation states that for new construction, exceeding $50K, there must be a permit, and the contractor must be licensed. This holds true if a remodeling or roofing project exceeds $10K. However, there seems to be no penalty and no enforcement mechanism against counties that do not adopt a permit procedure. The Board chose to table the issue at this time.
The Board began business without District 1 Supervisor Burr Warner who was not present. They voted 4-0 to acknowledge receipt of a change in the public fire protection classification for the Lobutcha Fire Protection Grading District, which has been lowered to 9.
The Board voted 4-0 to approve two Memorandums of Understandings with the Department of Finance and Administration — one for the purpose of establishing conditions to disburse funds to assist in paying costs for Sheriff’s Department vehicles and another for the purpose of establishing conditions to disburse funds to assist in paying costs for various Fire Department projects.
The Board voted 4-0 to approve an FFA grant to be used for land acquisition for an airport improvement project, with the FFA paying 90%.
In other action, the Board:
• Voted 4-0 to acknowledge receipt of the 2022 Public Utility Roll for Winston County.
• Voted 4-0 to acknowledge receipt of order allowing riding bailiffs and setting the salary of the same, Fifth Circuit Court District.
• Voted 4-0 to acknowledge receipt of a certificate of compliance, showing that the Tax Assessor is eligible to receive salary for July and subsequent months.
• Voted 4-0 to approve cash in bank report, ending June 30, 2022.
• Voted 4-0 to approve the claims docket.
• Voted 4-0 to approve the final estimate for final payment of $6.4K for Project #CHBP-0080-00(033)LPA/108130-702000, Winston.
• Voted 4-0 approve minutes from the July 5 Supervisors Meeting.
